Who is a PIBO?

PIBO stands for Producer, Importer, and Brand Owner. Under the Plastic Waste Management Rules, any entity that manufactures plastic packaging, imports it, or sells products under its own brand is treated as a PIBO.

PIBOs are legally responsible for the end-of-life management of the plastic they introduce into the market. This is the foundation of Extended Producer Responsibility (EPR) in India.

If your business sells FMCG, e-commerce goods, pharma, electronics, or any packaged product, there's a strong chance you fall under the PIBO definition and must register on the CPCB EPR portal.

The next step is identifying your category (Cat 1 through Cat 4), calculating your annual plastic packaging volume, and setting compliance targets accordingly.
